private members club is even better, im not too sure on this but if its a private(as in no one can not enter unless they are members) club then i believe the prizepool can be a lot bigger than a public house can hold.

A Private members club with the appropriate license will have unlimited stakes. (This license costs £200 pa and is £100 to renew thereafter).
Otherwise it"s the £10 pp/£250 in any 24 hrs.
