APAT alternates rules ?

At Aspers in the recent Apat event an alternate joined the table and was asked to post his late fee (sb + bb)
He was in mid pos and had the option to check.
Tournaments in Grosvenor and Genting casinos have the rule that you have to at least call the big blind to continue. If you are not willing to put any more chips in the pot your hand is folded.
I think this is the rule that Apat should follow.

This was a mistake

An alternate joining the table posts the sb and bb and does NOT have the option to check, to play on he has to call/raise

If you see this happen again please draw the attention of Leigh or myself to it and we will clarify with the TD (kick him)
