I believe PokerTracker 3 is available now as a public beta release. See www.pokertracker3.com for download!

I downloaded the beta version... got confused by the look of it and deleted it again.  ???

I downloaded it and exported all my tournament results to it from PT2.  When I looked at them, I had lots of tournaments where I"d cashed, but the amount won showed $0.00.  Also all my Full Tilt tournaments showed a buyin of $0.00.

I emailed PT3 support about this, and they told me: "Yes, we are aware of this. Tournament support is far from complete. We will be adding/fixing tournament stuff in future beta releases."

Looks like I may also not be using it for a while.

I have been using it for a while, with minimum problems, but only as a beta version! beta meaning testing stage basically! there will be flaws with the software, but the idea being that all the feedback from users will find these flaws so it can then be fixed and released as a full version! not sure if it has been released fully yet, if you have payed for it then just use there customer support and no doubt bug fixes will be available from the website in due course.

Is PT3 a free upgrade if you"ve already bought PT2?

It will be free if you purchased less  than two or three months before PT3 is released. Otherwise there will be a discount on a sliding scale depending on when you purchased PT2.
