Rule 21 of the APAT NA Championship in Vegas..........21. Players, whether in the hand or not, may not discuss the hands until the action is complete. Players are obligated to protect the other players in the tournament at all times. Discussing cards discarded or hand possibilities are not allowed. A penalty may be given for discussion of hands during the play.

Generally, the rules relaxes and those left in the hand are allowed to discuss when the hand reaches headsup
I thought you couldn"t chop unless all parties agreed. 2 out of 3 agreeing a chop looks like collusion to me and is surely something Caesars wouldn"t sanction - or am I wrong?
Blatant collusion. Course u can"t chop without everyone agreeing. Shocking!

An if it is, they how is it different if they make that deal after the tourney starts?(just playing devil"s advocate - I would hate it if two people made a deal three handed like this)
