Ruling Please

Playing live last sunday casino in Glasgow.
Blinds 400/800/100 ante
utg raises to 2k
fold
utg +2 calls
fold
fold
sb raises to 7k (2 yellow, 1 pink chip)
bb shortstack goes allin for 5k
utg calls
utg +2 goes allin 30k

This is where it gets stupid.
sb decides he put his chips in the pot accidentally and only meant to call, IMO unnecessary debate about what should happen now starts at table and TD is called for a ruling.
I couldnt believe it when he gave everyone after the sb"s raise there chips back and gave the sb his accidental raise back.
Outcome of the hand was irrevelant but needless to say the sb didnt win and mucked his hand.
Very experienced TD, did he make the right decision?

Did SB speak when he made the 7k bet?
Unless he said "call" as he did it, I"m sure most people would expect the 7k to stand

Unless the sb said "CALL" the raise stands under any set of rules I have ever seen

Undoing several pieces of action after that point is ridiculous
